When the ac compressor is not running, the pulley is just sort of free-wheeling. When the compressor clutch engages, the motion of the pulley is connected with the interal workings of the compressor. If the compressor guts are momentarily seizing on start up, the seizure of the compressor transfers out to the pulley which also stops moving. When the pulley stops moving, it momentarily stops the belt, which then works against the spinning crank pulley, which works against the spinning crankshaft, etc. If this happened for longer than a split second, the forces on the belt would fry it. The voltage drop you see is the alternator also slowing because the belt is slowing.
I have been having this problem on one of my cars (Seiko compressor) for a year. I have replaced the AIC valve and messed around with a variety of other things, and have come to the conclusion that the problem is the compressor itself. If your problem is the same as mine, you will notice that the problem is much more evident the hotter it gets out. That is because the hotter it is, the higher the pressures are in the ac system.
