The headlights are one of my least favorite things about my car. They're terrible, low beam or high beam! Be careful with brighter bulbs as the wiring connectors aparently aren't up to the task (e-code bulbs have more robust connectors). It's probably safe to run bulbs that aren't too far over wattage, but you may ahve to replace the connectors at somepoint. Andrew has some good ideas, but I don't think you can take about the DOT spec housing easily like with the e-code ones. For example you can't buy just replacement lenses.
You could always mount driving lights under the bumper and take advantage of the stock fog light wiring, though this obviously isn't an ideal position. Other's have mounted them in front of the grill (aparently there is a kit in Europe for this) or on a bracket mounted to the two front license plat bolts.
Just some thoughts.
