The Tokyo that Mike mentioned looks to be an excellent unit, and there is always a plethora of Blaupunkt stuff on Ebay for about 1/2 of the list price or less, brand new.
There are a lot of good speakers on the market. As for major name brand speakers, I think Blaupunkt or Boston are going to be the best bang for the buck. If you want higher end that that, I'd recommend building your own with parts from companies like Madisound Speaker Components, Parts Express, or MCM Electronics. All you need are two 6.5" woofers (oversize 6.5 if they are specifically car woofers), two 4" woofers, and four tweeters. Add one capacitor for each tweeter, and you have just duplicated the stock system, but with much better components. Of course, an ideal crossover would also include coils for woofer low pass and probably resistors to flatten the tweeter impedance spike at resonance. However, it is surprising, even to me, just how good things can sound with only the one capacitor (woofers running full range).
You don't absolutely have to get an amp, as built in head unit power is quite good these days, more than double what came stock in your car. This is even more true if you get an amp for a subwoofer, as you'll need less power for the other speakers. However, the major advantage of amps for all the speakers, is you can use crossovers all around, to actively remove the bass from both front and rear speakers. This can help tremendously in reducing the distortion they produce, and I've even found there's an increase in distortion from going to a 24 dB/octave crossover vs. only 12 db/octave.
Again for amps, I think bang for the buck, at least in multichannel, Blaupunkt is near the top, at least if you shop at Midwest electronics. They also have killer deals on Blaupunkt speakers, decks too, but not so killer on the decks. http://www.midwest-usa.com
