Mediocre cooling with new AC compressor.

A few weeks ago I posted about fitting a new AC compressor (and receiver/drier and expansion valve), and getting it charged with R-134a, and not getting the cooling I was hoping for. Basically it will cool the air 10 deg F below ambient. The shop says it had good pressures, they measured the air cold at the evaporator, and they suggested an air flap problem. I noticed the bottom part of the expansion valve(connector to evap.) frosting up.
Today I got a set of gages on loan from Patrick, thanks a billion, and I went to check pressures. The high side varies between 160 and 200, and the low side slowly drops down to almost 0. One problem with the gages Patrick noticed, is that when you read the high side, the low side shoots up too, so you can't read both at the same time.
This looks to be indicative of a low charge, right? I might have lost some refrigerant last week, when I saw the high side charging port wasn't tight and leaking some dyed R-134a, but I haven't noticed a big change in cooling.
Could my expansion valve also be bad? BTW does anyone know the correct routing for the tubes?
I'm going to add some R-134a tomorrow and see what happens...
