Do not ever turn the knobs on the gauges unless you are filling the system or using a vacuum pump.
The bulb for the expansion valve needs to be fixed to the evaporator outlet tube and insulated. I have a small hose clamp holding mine on, and it's insulated with prestite tape, which you can beg, borrow or steal from an ac shop, or get mail order. I have the little tubes sort of looped in a circle such that I can get the aquarium cover back on. It's not pretty, but it works.
I had one bad valve, got confused with the second and had bought a third before I realized the second one was actually ok. Once I had the system charged correctly on a hot day, things have fallen into place. Part of the problem is that the anti-frost switch on my 91 isn't working and this was allowing the evaporator to freeze when it was not smoking hot out.
Try following the charging instruction I sent to you by email and see what that does. If you still can't get good cooling, then you have a problem other than the quantity of r134a in the system.
