I really don't understand what the problem is with the gauges. If it's a regular manifold set, you should be able to see both pressures at the same time. At this point, you should not be turning the wheels on the gauge manifold.

I suspect the pressures you provided are at idle. To get a meaningful sense of what is going on, stabilized pressures at 1500 rpms are needed. Use a brick, rock, jackstand, etc. to hold the gas pedal down so the tach stays right at 1500. Let it run for 5 minutes or so while watching the pressures and writing down what they are doing as they are doing it. It is also necessary to know (fairly exactly) outside air temperature in front of the car and vent temperature.

Could be a low charge, could be a stuck expansion valve, dying compressor, who knows what else. One thing you might want to do first, is to clean both the intake/ventilation air filter in the evaporator housing, and to hose off the condensor (behind the grill) with a garden hose, and maybe even scrub it gently with a nylon brush.

I am not sure which tubes you are wondering about re: routing.
