I assume you are talking about the fan in front of the condensor. The compressor should be coming on in concert with the condensor fan. If one is working, but not the other, then I would suspect the relay behind the glovebox. The relay is the same as the fuel pump relay and can be found at foreign autoparts stores for less than $20. You can try swapping the a/c and fuel pump relays to see if that makes a difference.
If both compressor and fan are working, but cycling is rapid, then the list of suspects is probably the relay, anti-frost switch, ACC unit, or cabin air flow sensor. In that order.
Low pressure will only very rarely (if ever) lead to rapid cycling on the Saab system. If there is enough pressure to start up, it will very likely run. Rapid cycling on 94+ cars was frequently reported last summer and was most often resolved by adjusting the anti-frost switch. The anti-frost switch can be adjusted on 92+ cars by turning a small screw. I am not sure about earlier models prior to the design change. That said, an undercharge can produce excessively low temperatures in the evaporator under certain circumstances. This would cause freezing in the evaporator, which would trigger the anti-frost switch.
