Low voltage reading; what does it mean

Hi,
I just bought a used 97 Aero that sometimes has a very low voltage reading when first started (why do Saabs default to the voltage info at start up?). I've seen it as low as 9.7 volts. Yet the car always fires right up.
This is different from my old 88 9kT where the ignition wouldn't even fire if the voltage fell below about 10.
I've also noticed slight shifts in headlight brightness as I drive at night.
Does any of this mean anything, like an imminent battery or voltage regulator? My 88 was pretty tough on batteries, even here in sunny SoCal.
