unlike the Garret, the Mitsi TD04's hardly wear out. I've rebuilt lots and lots of turbos (Mitsi's, Garrets, KKK's) and was always amazed how the Mitsi's needed little more than a good cleaning. Because of it's high precision, it's very suceptible to carbon buildup. Your turbo probably has carbon buildup in the turbine housing. Take it apart and inspect it. The TD04 is very easy to disassemble, just make sure you use a good/clean workbench with a strong vice to carry out your repair work.
