Hi,
I read your earlier post but was waiting for someone more familar with the later models (93>)to respond. It seems that I should say something here before you shell out a lot of money.
If the turbo is making any boost its probably not broken! (Aside from internal cracks, but don't worry about that.)
The problem sounds like there is a leak in the air delivery hoses.
I would FIRST check the hose that comes OUT of the turbo and goes INTO the intercooler. A while ago when I was installing my turbo I accidently forgot to tight the hose clamp on the intercooler (lower inlet) and the compressed air was leaking out cause very similar symptoms.
I believe that in your case there is a rip in either the above mentioned hose or (SECOND)the hose that connect the allumium piping that goes to the Throttle body or (THIRD) the rubber elbow on the TB.
Someone else who responded, referenced A hose but they (very inaccurate and) meant the hose that goes into the turbo (air in). If you take that hose off and spin the blades (with the engine off) you will see that you turbo spins freely.
