If you get wild boost with the APC disconnected, and basic boost with it hooked up, your turbo, wastegate, etc are fine.
Hooter valve could be stuck open but your testing seems to rule that out.
APC solenoid is most likely culprit. Unfortunately its a $200 part; generally a shop can swap with a spare to see if problem resolved.
You can try cleaning the solenoid, I use brake cleaner under pressure through each port, then a quick shot of silicone lube, then sling as much stuff out as I can.
Link below is a message with a note on testing the solenoid.
I also found that running the car with BPC electrical unplugged for a couple days is a sure way for the ECU to adapt as much positive as it can... watch for overboost when you plug it in again.
