The more common failure mode of a Saab t-stat is to fail open, preventing warm up in cool climates. Not that it can't fail closed and toast the motor, just that fail open is more common. Your car has no separate temperature probe for the gauge - the computer drives the temp gauge (and cooling fans) based on its reading. If the thermostat does not fix the gauge behavior, then you should have someone monitor the computer's idea of what the temperature is with a Tech II or ISAT. This will distinguish between a gauge problem or a sensor problem. Since the gauge *did* spike to "normal" when parking, I'd further suspect the thermostat. The gauge will stay nailed down to "normal" for a wide range of temperatures, and unlike NG900 and 9-3 9-5, the gauge behaviour is not adjustable.
