Another observation w/continuing low-boost saga...

In my never-ending search for the cause of my low-boost issue (6 months now, started immediately after replacing fuel filter and O2 sensor), I noticed that I had full max-boost (16+ psi, Stage 3 ECU) when I started the car and gave it a punch while still cold. Now, I understand this is not a wise thing to do, but I have been trying all different ways of attaining full boost to compare the results (and hopefully shed some light on this annoying problem), and I figured I would try this out.
The VDO boost gauge showed 16+ psi in all gears (auto) while the temp gauge stayed at (or lower) than the coldest marking. Once the engine warmed up (which didn't take long driving like this), I was back to low-boost (base boost, 5 - 6 psi).
Does this mean anything?
BTW: I have noticed lately that while cruising (engine warm), if I punch the pedal, the boost jumps to around 10 - 12 psi, then immediately drops to base boost. If I slowly push the pedal down, *sometimes* higher-boost is reached (10 - 12 psi), but then drops back to base. So there is potential for full boost, but it gets limited immediately. I have tried a donor, known-good BPC, and the results were the same. With my re-mapped ECU, I should be attaining 16+ psi, as I had been before replacing the fuel filter and O2 sensor.
