Hey, Ray,
I would look at the throttle first. When I was trying to troubleshoot mine, I fould that the communications signals were pretty far from 5v even when things were working. That's the kind of thing that you probably really need an oscilloscope for if you want to see anything meaningful.
I would unplug the throttle and check the resistance on it. If it looks ok, I would then unplug both the throttle and the ECU. Measure the resistance of each wire from the throttle to the ECU. None of them should have any significant resistance. Then check for shorts. Put the probe on a throttle contact and go along all the contacts at the ECU. If more than one beeps, you've found a problem. Do this for each throttle contact.
Finally, you can plug the throttle back in and do the throttle resistance checks, but do them at the ECU connector. (ECU unplugged) This is just another way of checking the wires between the ECU and throttle.
If everything comes up ok, then start looking at the communications signals. My bet would be the throttle. If you determine that you need a new throttle, make absolutely sure that it is installed correctly, or it could get fried. I had to stop mine because he was not following the instructions in the Saab manual-- the ones that say "do this or you may destroy the new throttle".
OH! Actually, another thing that would be worth looking at is whether the throttle is getting supplied with power. If there's no power to the throttle that would also explain your 0 reading coming back from it. I seem to remember that there were specs for voltage readings at the connector for the throttle on the townsend site. I also remember than mine were a bit off. But then I checked our other 9000, and it was the same, so I didn't worry about it.
