Yes that sounds like a real problem.
The Saab manual calls for hooking a battery up to pin 1 and 7 BUT! also put a 21W bulb in between to bleed of the power so the throttle body doesn't burn up.
That will close the butterfly. Now you use your fingers to open the butterfly while studying the shine from the bulb. If it flickers or die at some points during the movement of the butter fly, the throttle body is bad.
I have never seen one that bad but maybe it's because I replace them long before the fail so solid.
