Hmmm... I can think of some things it could be.
Do you have a 1- or 2-speed radiator fan? Look at the switch that screws into the radiator. If 2 wires, you have one speed. If 3 wires, 2 speed. I can't remember what the setup is on an '89.
Anyway, if you have a 2-speed, the problem could be the resistor. On the back of the fan there should be an aluminum thing about 3/4x3 inches with fins. That's the resistor for the low speed. If the low speed is not working for some reason, then the fuse can blow when the high speed kicks in. The low speed fuse is supposed to supply some of the power for the high speed. So if you have the two-speed, make sure that the low speed is working. Could be the fan switch, the relay, the wiring, or the resistor. And you should have two fuses- one for each speed.
If you have a single-speed fan.... I don't know.
As for the cabin fan, do you have ACC? If so, then you may need a new fan controller. It is the thing with the big heat sink that you probably had to take out of the housing when you changed the fan. When the fan starts to go bad, it can fry the transistor in the controller. "Stuck on high" would be one symptom. It's not unlikely that you would progress from there to "totally dead".
Try unlugging the fan from the controller, and hooking it right to the battery. If it runs, suspect the controller. The other thing is that the 4-pin connector on the controller often gets burned up.
If you find you need a new controller, there are two ways to go. You can get a new controller for a little over $100, or you can take it apart and replace the transistor. The transistor is about $10. There is info on this on the board. If you can't find it, let me know I can look up the part number of the one I ordered.
