It sounds like your car was running at base boost only. This is a common problem and can have all kinds of causes. Sometimes the APC is limiting you for a good reason - it has detected a problem and reduces the boost for safety. Sometimes the APC is imagining things, because of a bad sensor. Sometimes the problem is the APC solenoid itself not operating correctly, as patm said.
I'd say track down and fix the problem. IIRC on my car of that age it used to boost halfway into the red (although the stock boost gauges are very innacurate). If your boost has reduced over time, there is a problem and you should find it.
Once you have found it, you can increase boost a bit using a manual bleed valve, which is a safer and more controlled way of doing what you did by disconnecting the pipe. However, you have to be careful with these - your engine has to be running 100% and you need to be cautious. Probably lots of past discussion of these in the performance section.
