The local garage here in Bangkok repair plastic bumper by using hot air blower which designed especially for this purpose (The hair dryer may not hot enough) to heat up the deformed area and push it back. The super glue can be use to glue the torn off parts of the ruberized plastic. Put on several thin layers after each layer has dried.
I manage to repair the ruber hose that connecting the turbo charger to the air filter this way. Epoxy glue will not hold . Fter you have filled the torned or cracks portion you could sand it smooth and paint it with the mixer of Silver and Black paints to match the original Metallic grey colour of the bumper.
