There are many, many types of plastics - and several different types have been used for bumper covers. The best way to check what you have is to find a molded-in designator, as I found on my '94 car (PUR) - not sure if they did this on earlier models, perhaps someone else can chime in.
From what I understand, polyurethane is a THERMOSET plastic, and this is not equivalent to a THERMOPLASTIC. I believe that once a thermoset plastic is molded (using heat, pressure and chemical reaction), it can not be remolded. Again, I do not know what was used on the '92 models, so I can not comment on whether heat will do anything useful on your bumper - but if it's already messed up to the point that you can't stand looking at it anymore, what have you got to lose? Be careful with the heat though, you don't want to damage anything else.
Look at the link below for some guidelines on plastics identification, it also identifies the plastic from the code. I have heard that plastic welding, as this company advertises, will not work well with polyurethane - their view may differ.
