Jesse,
The voltage readout on my instrument panel also varies. It was in the 80's the other day and with the car idling I saw it go below 13V. Usually it is in the 13V range. I saw a post by Ari that the voltage regulator is temperature compensated.

This made sense since the voltage dropped when it was hot. I decided not to worry about it.
All I can find in the owners manual is
'When the engine is started, the lowest value of the battery voltage during cranking will be displayed. If the value is less than 10V, the battery may need recharging.'
