The EDU isn't a precision voltage instrument - I've seen them read anywhere from right on to 0.4 volts off. And the voltage varies all around, depending on engine speed, electrical load, temperature of the alternator, and phase of the moon.
Yes, 13.6 to 14 is good. But it can go higher and lower and still be fine. And again, what the EDU reads and the actual alternator voltage can be different.
First, I'd find out what the EDU voltage difference is. With the car running, and a decent electrical load (say, headlights on), measure the voltage at the battery terminals with a decent meter. Compare that with the EDU dispaly.
And then spend a lot of time NOT LOOKING at the EDU voltage display. Frankly, I think it's more trouble than it's worth - folks spend lots of time obsessing over it.
After you adjust for EDU voltage variation, as long as you see a voltage of 13.0 volts or more when driving along, you're fine. It may even go as high as mid 14 volts on a cold morning. Seeing it drop to 12.9 on a hot day when idling isn't bad.
Most likely, about all you needed to do was replace the old voltage regulator, because the brushes were getting just a little low.
