The ECU has two transistors that will ground either side (the outer two pins) of the BPC solenoid intermittently, pulse trains of varying duty cycle, depending on what the ECU is programmed to do for various input parameters. The solenoid itself is fed a constant positive voltage through the fuse and into the center pin of the BPC. Try cleaning the contacts with a good electronics cleaner, after that you may need to have someone look at it with an oscilliscope.
I had a "low boost" problem that was finally traced to a bad transistor on the ECU - hopefully this is not your problem. Even when only one of the two transistor was working, the BPC solenoid buzzed loud enough to be heard when the hood was open, the internal "puck" wasn't pushed totally to one side. Replaced the ECU and I now have full boost.
