First off, find out exactly what's wrong. There are two cables, one for each wheel. If things are set up properly, at least one should be working.
When the rear pads are replaced, a critical task is to adjust the pads AND the parking brake. Sounds like neither was done. It is a DIY job.
First off, I'd get underneath and see the condition of the 'worn' cable. Is the sheath worn through, or is it just scuffed up? If it's worn through, replacing it is DIY. Everything is DIY - mechanics do it all the time. It is a pain, and you'd want to jack up and support the car to work under there.
Let's assume that either the cable is in decent enough shape, or that you've replaced it. Make sure the mechanic who did your brakes connected the cables up to the levers on the back of the caliper. Next, on the back of each caliper there is a bolt, and under it is a small allen. That's the allen used to retract the piston to get the new pads in. After installing the pads, the installer should screw the allen back in, compressing the piston, until the pads grab, and then back it off a half turn or so. If the installer failed to do this, the parking brake won't work.
Lastly, there is an adjustment up at the lever.
If your parking brake used to work, and now it doesn't, just having one cable a little worn does not explain it. It sounds like the mechanic forgot to do at least one thing, and maybe more. Now comes the question - do you bring it back to the guy you know doesn't know how to do the job? If he's demonstrated incompentence, do you want to insist he fix it?
