You can't really diagnose a bad pedal pot without the aid of an ISAT or Tech II, so if in replacing the safety valve and replacing your old vacuum hose you are still experiencing problems, you'd need to get an ISAT diagnosis from there. You cannot repair a bad pedal pot.
Speaking off the top of my head, based on my understanding of the system, you're still a candidate for a safety valve if the car won't start and run normally. A pedal pot and/or throttle body issue shouldn't cause you any symptoms until you nudge (or floor) the pedal. This assumption may be incorrect, but it matches my experiences so far.
I would check your vacuum lines thoroughly, make sure the plastic check valve between the safety valve and throttle body is oriented correctly (air should only be able to move from to the safety valve to the TB, not the other direction), and of course disconnect your battery overnight to clear residual codes. Then see what happens. If no luck, it's time to connect to the appropriate scan tool.
