No.....If the surface of the rotor has worn flat and even...and, there is not to much lip on the outside edge of the rotor you can just put new pads in.
Remember...the pad will have to conform (seat) to whatever surface condition the rotor is in. If you put new pads on rotors that have a lumpy surface the resulting brake performance will be effected for some period until the pads seat.
