If you are having the same problems with different sets of pads and rotors, then the pads and rotors (whatever kind they are) aren't the problem.
The fact that the vibration got better, then got worse, is probably subjective. In other words, you were expecting that the balancing of your wheels and rotors would be an improvement. You may have actually convinced yourself that it did get better. Maybe it actually WAS better, but did not really address the problem directly.
I think it's a good idea to look at your calipers, but I would at least bleed the brakes first before anything else. There may be some air trapped in there still. When was the last time the fluid was changed? And I don't mean just topping off to bleed them, but completely changed?
Does it feel like the vibration is coming from the fronts or rears? I've also read posts where vibrations (from the fronts) have disappeared when the front tires were moved to the back. I'm not sure what the deal was with those tires, but the switch could help you narrow it down.
