brakes -> APC -> BPC -> no turbo :-(

This has got to be at least my fifth post on my troublesome turbo problems. It seems that the BPC is opening up pressure to the wastegate actuator at odd times. I'm on my second BPC and both of them tested fine and the first one worked fine in another 9000. I get full boost most of the time but often I am seeing about 5 psi to the wastegate actuator under WOT.
I was driving in to work today and everything was working flawlessly. I started thinking about what might be different today from most days when I have intermittent problems. I noticed that the brake light indicator on my pictogram had not come on once while applying the brakes. This happens about 50% of the time I press the brakes. I actually thought that it was supposed to come on when you apply the brakes and that it wasn't working during the times that it didn't come on. Lo and behold I have been sorely mistaken. I didn't realize that this light coming on when I press the brake pedal indicates some sort of fault!
Is it possible that my brake issue and my turbo isse are related? Could it be that the APC is getting a signal that says the brakes are being applied when they're not? I read on thesaabsite.com that I should check pin 20 at the APC and if voltage is there then the APC will dump boost as it thinks the brakes are being applied. I'm going to try to test this but I don't know what to do if I do find that there is voltage there?
Any next steps or ideas as to what could be the solution to this problem?
TIA
Chris
