The pictogram is a troublesome item on the 9000. It determines if the brake lights are out by comparing the current between bulbs on opposite sides of the car. It can be too sensitive. Just having different brands of bulbs can cause a problem. The most common reason for the pictogram to come on would be either a poor connection at a brake light bulb, or (usual winner) a bad ground. The ground wire from each bulb cluster connects to chassis in the trunk. Pulling it up and brightening up the contact surfaces usually help.
Brakes and APC are connected, somewhat. If you are applying the brakes, the BPC will go to base boost. It's designed that way. If you stuck in base boost, AND you aren't pressing the brake pedal, it's probably not a brake issue. Now, if you see the brake pictogram coming on when you aren't pressing the brake pedal, that could indicate BOTH (1) that there is a bad ground, and (2) you have a bad brake pedal switch. The pictogram isn't causing the loss of boost - it is only flaky and coming on when it shouldn't.
The next steps would be to address the pictogram problem - check the bulbs, and clean the contacts. Clean the grounds at the rear clusters. If absolutely necessary, buy new brake light bulbs, and get them from the same manufacturer.
I'd also make sure that the brake light switch isn't flakey or sticky. Have someone stand behind the car while you wiggle the pedal around, press it lightly, etc. Make sure the brake lights are off when your foot is off the brake. That would be a bad brake light switch.
You get base boost if the brake pedal is pressed (brake lights ON), or if Cruise Control is engaged.
