I had minimal problems with TCS on my 93 CSE (replaced the valve on the firewall at about 148K).
However, the timing chain let go at about 111,000 miles (I don't exactly remember the miles). No warning at all- no noise prior to failure. Bent a few valves in the process. I would replace as a pre-emptive move. Perhaps you could use this in your negotiating.
