First, to loosen the tensioner pulley bolt, you have to turn it counter clockwise, when you turn it clockwise you pull the tensioner shock apart, which is what happened to you. It can be fixed, but best to remove the tensioner and make sure the piston portions of the two parts mate properly, are not bent or too slack (check it without the spring). If both sides of the shock move in and out properly, you can refill the lower part with brake fluid, put the spring in and push the upper part in past the click. You need to keep it commpessed until you install it back again. I use a long heavy dudy nylon cable tie to keep it compressed and then cut the tie after installation.
