New BPC and still only base boost - please help

When I bought my 95 CSE last October it only had base boost. I did nothing about it for a while. My indie got me a used BPC valve. This worked and I had full boost for 200 miles and then it went back to base boost. I will be using the car more often over the next month so I ordered a new BPC valve.
Sadly I am now $200 poorer and still at base boost.
I find it hard to search the archives since it searches for exact phrases.
I would really appreciate it if someone could outline what can cause base boost other than a bad BPC? I have read about BPC valves dying in such a way that they damage the computer. Is there any way to determine if the transistors in the computer are dead? Also other threads mentions measuring the resistance of the BPC? Can someone explain this?
If it is the computer and I can find a used one is it easy to replace?
I have had this car for 8 months and love it but have only had full turbo for 200 miles.
