I would do as KenManiac said and use a dremel a and very carefully cut the nut off without damaging the threads underneath. If you cut about 7/8 through the bolt on both sides, a cold chisel will take care of it for you.
That's sad when a hometown mechanic won't help. Heck, I pulled up, bet the guy $10 his impact wouldn't loosen it, and drove away happy about 2 minutes later. After that I bought a good quality 1/2 impact because I didn't want to have to do that again.
