One of two things.
The ACC is powered by the ignition circuit, but does get a constant power feed also.
Either the inition switched power isn't getting cut off, or you're getting a voltage backfeed from somewhere, probably caused by a bad ground.
Which fuse shuts down the unit.
There are 3 power feeds for the system, fuses 1, 6, and 17.
1 and 6 are switched power.
1 feeds switched power thru pin 7
6 feed power to the damper moter.
Check for voltage on pin 7 with the ignition off then on, with the ACC unit disconnected. If this is working properly, you're probably getting a backfeed.
You might try pulling other fuses, one at a time, to see which, if any, de-energize the unit.
