According to my shop manual, pin 7 of the big harness goes to the air distribution damper motor, so you wouldn't see any voltage there unless it is coming from the control unit. Are your measurements with the connectors plugged in?
The power from fuse #1, on when the key is in the drive posiiton, comes into the ACC thru small harness pin 2 (not 7, which isn't used); it's a green wire. Constant power comes from fuse 17, which comes in via small harness pin 1 (red wire). No power comes into the ACC through the big connector. As Bill wrote, fuse 6 goes to the blower. So when you unplug the small connector, you are removing all power from the ACC and it lets the fan run wide open. Make the checks Bill suggested with pin 2 of the small harness and see what happens.
