One way to do that is to stick a pin thru the wire (green for pin 2) or into the back of the connector next to the contact. Tha way, you will be measuring the voltage under load.
A few other accessories that run from the same "+54" circuit are:
Fuse 2: Cruise Control, mirrors
Fuse 7: Headlite wipers, horn
Fuse 8: Windshield wipers
Fuse 11: Front power windows
Do they all operate properly?
Try measuring the voltage right at fuse 1; if it is 12 Volts on both ends of the fuse with the ignition switch in the run position, but you only get 4.5 volts at the ACC, there is excessive resistance in the circuit (bad contact or wire). I don't see how the ACC could work properly with only 4.5 volts, that could explain the sensor fan staying on (it gets constant power through fuse 17/pin1/red wire.)
Which grounds did you measure from? The main ground is pin 12 (small harness), black wire. With the ignition off, try measuring resistance from that point to something metal connected to the chassis, like the end of a mounting stud. If it's more than a few tenths of an ohm, you have a bad ground connection.
