Again, just guessing. There's a cartridge in the center and the shaft gets its cooling and lubrication there. On either side, if memory serves, are metal thrust washers which can get worn down.
I think you might be able to rebuild in this case, but I'd be concerned that the impeller or turbine would have ground themselves down by making contact with the turbo housing. Then you'd have to replace those parts too, and of course beware of any bearing journal wear in the housing halves, which would require reboring the housing and fitting oversize bearings. That's where you get into similar expense, and dicier results, compared to just buying a professionally rebuilt unit.
Of course you may get lucky and just have a missing or loose nut on the shaft. I think it's a funny triangular-shaped nut that sits on the impeller end of the assembly. Even if it's on the turbine side you should be able to tell if the nut's there, and if it's maybe not fully tightened.
Given all the stuff that can be wrong with turbos, I've come to the conclusion that DIY rebuilds are almost always beyond reach.
