The fact that you can get the needle to the far end of the yellow (beginning of red) indicates that you are getting full boost. If a turbo isn't spinning freely, you won't get boost. They don't really spin up slow.
Try this - find yourself a nice long uphill. Steeper the better. Charge the hill hard. Hopefully you'll be up around 3500 rpm at the middle of the hill, and you've been at it long enough for the turbo to spin up. At that point, you should be seeing full boost, which is at the end of yellow/beginning of red. That's normal.
As nicely listed by Joe98, you may be having some knock. Vaccum leaks, low octane fuel, incorrect spark plugs, all can together or apart contribute to knock. And that can cause the boost to be reduced. A clogged fuel filter, clogged air filter won't help.
