So I took the red beast to Advance Auto Parts to get the alternator function tested like you suggested and it was just as I suspected - there is nothing wrong with the alternator. The mechanic there reported totally normal values throughout the test. This means that my EDU's reported voltage is at least 2V off consistently! Searching the forums, I found no one that reported even a similar problem. Very odd. I imagine the fix is a new EDU.
I am wiper blades and a fog light bulb (both bought) away from inspection, granting that the aforementioned mechanics will let me off the hook for the front backup lamps. I imagine informing them that they could have nuked my EDU through their irresponsibility will help advance that case.
I will report back with multimeter results from the BPC valve soon, thanks again for your help!
