If you have not yet bought a multimeter, please do. Any RadioShack or big-box home improvement store will have something comparable. If they have one with "autoranging" (sets its own range parameters), you might want to get that one instead as it's easier to use. For your purposes, get a unit with a digital display (numbers), not analog (dial with a pointer).
Check the "at rest" voltage of the battery (should be 12.X V), then check the voltage while the engine is running (should be 13.X V at idle), but not while you are driving!). This will give you a very good idea whether the EDU is reasonable or not. However, if your car passed the charging system test at the auto parts store, it's probably good to go - they want to sell you something, right?
You will absolutely need an ohmmeter (another function on a multimeter) to debug the boost problem, so this tool will come in handy.
