Do not put a larger fuse than what was originally specified in ANY fuse socket - period. The size of the wiring is based on the current that it is designed to handle; excess current will melt insulation and possibly wires when run through a too-small wire
If I recall correctly, the original H3 bulbs for the foglights are 35W. Running two of these requires 70W, which equates to 5.1A at 13.7V (Power = Voltage x Current). There is some loss in the wiring, which requires additional power and therefore current, but a 15A fuse should be more than adequate for a 5.1A load. Even if you use the more powerful 55W version of the H3 bulbs (not recommended, the housing is not designed for the 57% increase in heat these will produce), the required current is only 8A. A 15A fuse should still be sufficient.
Take a good look at the wiring to the foglights. The previous owner of your car uprated the front back-up lights, there's no telling what other bulbs he may have uprated while he was at it (H3s are available in 100W versions too!!!). When I got my 1994 9000, a wire to one of the foglights had melted insulation and bare wire was showing - this could certainly cause a short circuit and blow fuses. Fortunately, it was near the foglight so repair was easy.
Oh, and WD40 will not cause shorts - it's actually designed to be sprayed on wet wires to displace water (WD = Water Displacer).
