Not all states require the ins. co. to use one of the price guides.
My 95 CS was totaled a year ago in Minnesota, and the other party's insurance co (accident her fault) was pleased to offer me a low-ball settlement. I asked where they came up with their #, and they said it was from a 'market research survey' and it looked up 'same model sales in your general location'.
I asked them to find me a similar car for sale within 300 miles of me in SE Minnesota - they came up with 1 in the chicago area, just inside of 300 miles away, from a 'dealer', listed for much less than blue book retail (which is a real red flag). I told them they'd need to use another method, since obviously 'market research' doesn't work with a pretty rare car. I think they eventually talked to Andrews of Princeton, and maybe Schmeltz of the Twin Cities about a realistic value.
Eventually I got a supervisor involved, and after sitting on their rental car for several weeks, I got a reasonable offer (not good, but reasonable).
And, after I settled but before it got picked up from my driveway - I bought a 97 Aero (and wished I'd bought the wreck from the ins co).
If the accident had occurred in Wisconsin, it would have been Kelly Blue Book retail, no questions asked, according to my insurance adjuster.
