It still depends on what the damage is. If the unibody will need work like straightening that's one thing, then totaling it may be reasonable.
But if it's stuff like a bumper, grille, radiator, intercooler, lights, and other front end parts, even a fender or two, and painting, the total cost may be enough to total the car as an insurance company sees it, but not from a practical standpoint.
It depends on the condition of the car, an owner's tolerance for dealing with it, the real costs, etc.
