Dodgy ACC system...

Recently my ACC system has been going on the fritz and I'm wondering if there's any solution besides "get a new unit."
About 25%, it seems, the ACC will blow freezing cold air at anywhere up to 80 F or so, and doesn't blow very warm at all on HI. Often running the diagnostic will elicit 1 fault. But usually, it delivers 0 faults. On rare occasion, all of the ACC lights will flicker.
But 75% of the time, it seems to do as well as an ACC can be expected to modulate the actual temperature, with reasonable and comfortable amounts of heat. So here are my questions:
1. How long does the heater typically take to warm up in these cars? I typically use my car only on short trips - 10 minutes or so. Am I just being impatient?
2. Does a fault always a mean a problem with the unit itself, or could it mean an error from a sensor or actuator?
3. If the unit is bad, which ones are compatible with a 94 Aero?
Disclaimers: no antifreeze smell, just had a coolant flush, just replaced the inner air temperature sensor that the previous owner had jammed shut with a piece of rolled up paper.
