I have always taken the early TCS to have been a marketing point, at least early on. At the time, many upmarket brands were beginning to include it, so likely Saab felt it would be good business to keep pace.
Of course, with the advent of the 2.3t, the power to the fronts was greatly increased and wheelspin, even in dry conditions, became a much more noticeable and easily-provoked facet of life with 9000 turbos. So no doubt TCS was seen as a way to help tame the wild, wild 9000 for those buyers who sought smoothness and predictability.
The system worked by throttle manipulation in automatic cars; manuals added braking to the mix.
This early iteration of TCS was crude by modern standards. In fact, in slushy conditions here in CT, I learned to fear TCS intervention if I was trying to pull into traffic and thought it'd kick in. Might find yourself creeping slowly, or not moving at all, in front of a big rig if you weren't prepared for it. I'd say it was overly-nannified and even a little dangerous.
In today's use, fly-by-wire throttles save money and eliminate other pesky systems, such as separate cruise control doodads, idle control valves, and even throttle cables which can (rarely) bind and/or break. Plus allowing for different programming options, such as sport modes, without the need for any additional hardware.
On the whole I think electronic throttles are a good thing, but only got where they are thanks to the steel nerves of unwilling beta testers, i.e., the owners of TCS-equipped 9000 owners (among others).
