First, thanks for all the replies. For everyone telling me to use a breaker bar -- I can't. Without the two small bolts that screw into the head (the ones I can't get to line up by a fraction), trying to further compress the tensioner just moves the entire assembly. When I originally installed my "tool", I did use a breaker bar and 19mm socket to compress. It's only now that I'm having to align the top of the bracket to the head that I'm having problems. The pressure of the piston, with the tool attached, is pushing the whole bracket just a little higher than the holes in the head. I was able to get one bolt started, but it was crossthreading. I stopped.
