Hot water goes thru the core but still no heat

Why is no heat available from the heater? Both hoses from the block to the heater core get hot and the temp gauge gets close to 9 o'clock and stays there.
I put a garden hose to one heater hose and water came out where it connects to the engine so water flows through the core OK.
The stiff wire moves full range to operate the damper like it is supposed to. However, I don't get any heat from the heater through any vents.
I do have a small leak in the heater core and plan to put stop leak in the system. A/C works fine. Any thoughts, suggestions? Thanks.
