How does one correct emissions test results reporting high HC levels on deceleration?
1. Read
Take a look at the following:

2. Test
Attach a vacuum gauge to the intake manifold.
Interpret the readings. http://www.secondchancegarage.com/public/186.cfm
You might discover ten feet of vacuum tubing fixes your concern.
3. Consult an Expert
Instead of just throwing parts/money at it, take the vehicle to an emissions expert.
Happy Trails
