Cars with electronic throttle systems (drive-by-wire control of the throttle) are vulnerable to grounding issues. The calibrated signal created by the pedal sensor is a relative voltage to the car's electrical ground. For this reason, the ECU is nearby under the driver's seat; the Saab controls engineers want to minimize the effects of aging metal and increasing electrical impedance. There is a slim chance that the grounding of the ECU and the pedal potentiometer has broken down on an 18 year old car, resulting in incorrect signals being interpreted by the ECU.
Again, I think it is in your best interest to find a Saab mechanic with the tool(s) to read these signals/voltages. Good luck.
