You've asked if it is logical that the pedal potentiometer could be the source of the problem. Yes, it is logical. Your car has an electronic throttle system (ETS). The pedal potentiometer receives its input from the gas pedal that you operate with your foot. Its output is an electronic signal that goes to an electronic control module, which is located under the driver's seat. The electronic control module in turn commands the fuel injectors and an electric motor that operates the throttle. If the electronic control module receives a faulty signal from the pedal potentiometer when the gas pedal is suddenly released, then the electronic control module doesn't "know" that it should shut off the gas.
Before you buy a pedal potentiometer, there are tests that you can perform to check the operation of your existing pedal potentiometer. Do you have a multimeter and know how to use it to check voltage and electrical resistance? If yes, then there are posts on this board explaining how to test the pedal potentiometer and its output to the electronic control module. If no but you're willing and able to learn, then multimeters are readily available and don't cost much. If no and you can't go through the learning curve, then what you can do is post where you are at Colo. and ask if anyone knows a reputable and reasonable independent repair shop nearby that has an ISAT or Tech II. You should find a good indy anyway if you intend to keep the car for a few years. The TCS system is very complex, the learning curve is steep, and there may be other things you'd rather do with your time.
Suppose you or your indy confirm beyond any doubt that the pedal potentiometer is defective and must be replaced. You ask if it can be installed without recalibration. No, recalibration is necessary. You ask it it can be purchased used. I don't know, but you can call a reliable used part seller and ask them about price, availability and warranty. A predictable throttle operation is essential to safety, so go with a new part even if used parts are available and temptingly cheap.
I definitely would not ditch a '92 that runs reasonably well over a pedal potentiometer. As for state inspections, I get my car inspected as early as possible. NC drivers can get a car inspected up to 90 days before the due date. NC can't put me in a position where I have to decide between either ditching my car or throwing a lot of money at a problem without being sure about the diagnosis. Next year take full advantage of however much time Colo. provides.
