COLD temps, High altitude no start. After tune up :(

So Last week, the good 'ol Aero ('93) wouldn't start. It was -20 degrees and even with a jump she wouldn't fire up. I tried new plugs and tested the DI and couldn't figure it out so I had it towed to Denver to a trusted Saab Mechanic (luckily I have towing on my insurance that will go to the nearest Saab Dealership, 80 miles from me, or wherever I want within that mileage). The diagnosis was that the engine was flooded.
He got it running and decided to do a tune up to try and prevent flooding again. He replace the dirty air filter and the fuel filter as well as put a "hotter" Iridium spark plug in it and a bottle of injection cleaner in the gas tank.
I picked it up (yesterday) and he said it was -8 degrees that morning and he went out and it started right up. So I think I'm good to go! The car ran like a champ and had serious power on the drive back and I am happy. I stopped several times on the way home (once for an hour and a half) and it started right back up easily.
Today, I went out to start it up aaand... no start! :? I am at a higher altitude than the garage that worked on it and it is also colder. I am at 9300 ft and the shop was down in Denver (5200 ft)
I called the mechanic and he said that the injection cleaner takes about a tank of gas to work through the system and clean the heads. He also said that it must be getting too rich a mixture (gas to air) because of the super low temps and high altitude.
He suggested I put an "in-line" heater in the upper radiator hose while noting that he "hated suggesting that" but that a lot of his customers who live up here do that.
What is the difference between a block heater and in line heater?
Is there anything else I can do to lean the gas/air mixture in these conditions for starting?
Any advice/suggestions would be much appreciated.
